Abstract

Objectives: This study aimed to examine the impact of administrative control across its three dimensions (clarity of legislation and procedures, efficiency of monitoring and inspection, and employee competence and information availability) on curbing administrative and financial corruption within the Libyan local environment. Methodology: The study was empirically applied to the Al-Qardah branch of the Administrative Control Authority in Wadi Al-Shati. To achieve the study's objectives, the researcher adopted a descriptive-analytical approach. The study population comprised all 30 male and female employees at the branch. Questionnaires were distributed to all of them, and 26 valid and complete questionnaires were retrieved for statistical analysis, yielding an actual response rate of 86.67%. Data were analyzed using the Statistical Package for the Social Sciences (SPSS). Results: The study revealed several key findings, most notably: a statistically significant positive impact of the combined dimensions of administrative control on curbing administrative and financial corruption within the studied branch, with the model explaining 64.8% of the variance in the dependent variable. Furthermore, the results indicated that the "efficiency of monitoring and inspection" dimension had the highest individual impact and explanatory power in reducing corruption. Conversely, responses highlighted an urgent need to develop whistleblower protection mechanisms, update regulatory instructions, and expedite corrective actions to prevent the recurrence of violations.
