This study aims to identify the impact of planning and evaluation processes on the effectiveness of training programs. Planning and evaluation of management training programs contribute to timely performance improvement, detect any deviations, and guide behavior and work methods to achieve appropriate quality. The study's problem lies in identifying the impact of planning and evaluation on the effectiveness of management programs in higher vocational institutes. A hypothesis was formulated suggesting a statistically significant relationship between demographic factors, planning activity, evaluation methods, and the effectiveness of training programs. The study employed a descriptive-analytical approach using a questionnaire distributed to a sample of 100 administrative leaders working in comprehensive vocational institutes located in the Al-Jaffara region of Libya. The data related to the study was then analyzed to test the validity of the hypothesis. The study reached several conclusions, most notably a statistically significant relationship between the planning and evaluation variables and the effectiveness of training programs. It also found that department heads within the study population were more likely to emphasize the effectiveness of training program implementation. The study concluded with several recommendations, including the observation of positive attitudes towards planning and evaluating management training programs among administrative leaders in higher vocational institutes, and the necessity of focusing on developing management training skills for leaders at all administrative levels.
